How we picked this shortlist. Eligibility was deliberately narrow: a real, named person of Pakistani nationality, on their own verified Instagram account. Brand pages, fan accounts, drama-channel accounts and clip aggregators were excluded, as was the account of a serving political party leader, which is real and enormous but is not a creator account a brand can work with.
How the order was set. The 25 are ranked strictly by Instagram follower count, highest first. No engagement, audience-quality or brand-safety filter influenced the ordering, which is why this page is a map of sheer audience size and not a vetted shortlist for brand fit.
The data. Follower counts, engagement rates and audience-quality readings come from the ClickAnalytic creator database and describe each account's own Instagram metrics. Engagement rate is interactions per post measured against followers. Audience quality is the share of followers that read as real people rather than bought or automated accounts.

All 25 accounts here sit in that band, so it is the correct comparison, and coming in under it at this size is expected rather than a warning sign.
